A.K.A. RDP setting “Modem (56 Kbps)” with “Desktop background” unchecked disables wallpaper
I’m experiencing an issue on a Windows 10 PC where the wallpaper for the standard user account (OPUSER) is permanently removed after logging into an admin account (sup.service) via Remote Desktop Protocol (RDP), even after logging out of that admin session.
On the RDP connection I use “Modem (56 Kbps)” performance settings with “Desktop background” unchecked for better performance, which I want to maintain.
The wallpaper is set to C:WindowsWebWallpaper*.jpg for OPUSER
The issue occurs only after I log back into OPUSER via RDP. I’ve confirmed the C:WindowsWebWallpaper directory is accessible, and the wallpaper file is there post-RDP.
No Group Policy Editor (gpedit.msc) options for desktop wallpapers are available.
Seeking advice on preventing this removal while keeping the current RDP performance settings.

Issue: Wallpaper removed permanently after sup.service RDP logout
Goal: Retain OPUSER wallpaper after the RDP session, without applying a startup script
How can I prevent the wallpaper from being permanently removed for OPUSER after an RDP session with sup.service, while keeping the “Modem (56 Kbps)” setting and “Desktop background” unchecked?
