Why is OneDrive constantly “Looking for changes ” and results in a high CPU usage?

For the last month my OneDrive (business) is constantly switching between “looking for changes” for about a minute then “Backed up and Synced” and back to “looking for changes”.

Before, it used to look for changes and then stay in the “Backed up and synced” state, unless I made a change. This is also btw how OneDrive behaves at my work PC (different 365 account) running 26.139.xxx.

The problem is that this constant “looking for changes” is using a fair amount of CPU, and on my low end laptop it puts 30-50% extra CPU usage causing it to heat up. Given its summer where I am, I’d prefer my laptop cooler.

I tried resetting OD (/reset) and reinstalling, nothing. Then I thought switching to ‘deferred’ channel in case it was a bug in the new release. I made the reg change and installed the deferred exe 26.078 (which is the latest according to this page), but it self upgrades immediately to 26.106.

The problem occurs on both of my laptops. One is running Windows 10 home but its a much faster machine and copes better with the extra CPU, while my low end laptop is running Windows 10 LTSC (Long-Term Servicing Channel).
