Are video capable USB C cables somehow ‘special’?

I recently picked up a MacBook Neo, and a cheap display that does (mini) HDMI and USB C. I can’t get a picture out via my ‘usual’ USB C cables.

I’ve had luck with USB-C to HDMI adaptors and docks. The adaptors work correctly on windows but the neo insists they’re 1080p, even when I try betterdisplay to set things manually working. As such I need to use USB C to connect this display.

I’m using my ‘regular’ USB PD charging/data cables – and its either not detected, I get a “use a different cable” on the Neo (when it detects) or a detection chime (but no output) on the Neo.

I have a USB 4/”Full function” cable on order, but one would assume a (per spec?) USB cable is a USB cable. What would be the practical difference between a “full function” or Thunderbolt capable USB C cable and a regular one?
