After turning off “Use the Print screen key to open screen capture”, why does “Print Screen” key still launch Snipping Tool?

https://superuser.com/a/1794762 failed to solve this problem. As you can see below, I turned off “Use the Print screen key to open screen capture”. But whenever I push the “Print screen” key on my keyboard, it fails to screen capture. Rather, it still spawns the Snipping Tool! I use Windows 11.
