ALT-TAB switches keyboard language as well

I am working on Windows Server 2016 Standard.

Only after a while (weird), ALT-TAB starts to switch my keyboard language (to Hebrew), in addition to switching windows, seemingly only for my typing within the Mathematica Notebook environment. Very frustrating.

Suggestions?
