Are all bootable flash-drives created equal?

I sometimes have a flash drive that is a bootable drive, and would like to use the drive for something else (erasing the files on it) but without losing the option to use it in the future. The simple way would be to backup the files on it and later put them back when needed on whatever flash drive I have at that time. But this would not work as a simple flash drive is not bootable.

Making a drive bootable is not the simplest thing, and most posts recommend using 3rd party software. But I rather not do that. So I thought of another way but was wondering if it will always work. Testing it is not enough, since maybe it would work on one drive and not another, if bootable drives are not all the same. And that is my question.

So how would I do that? When needed, I can create a bootable drive using only Windows, either a Windows installer drive, or a rescue drive. Then I would delete the files there and copy the backed up bootable drive’s files onto that drive. But as mentioned above, I don’t know if this will always work, because maybe there are different types of bootable drives. Hence this question.
