Asus Router and Ethernet Wierdness

I’m sorry about the title but I don’t know any other way to describe this.

Recently my router has been doing this: https://www.youtube.com/watch?v=UcXsD0Lie9I

It never did that before and I do not know how long it’s been doing this. I discovered this because last night the router stopped working all together. I suspected that the issue was with the DHCP server but even disabling it didn’t work, so I ended up doing a factory reset on the router and applying the most recent firmware updates.

At the moment this isn’t actually causing any problems that I’m aware of, but I do worry. What is this?
