Boot loop, boot menu does display but none of the entries (other than booting from USB Drive) will actually boot

After installing a 2nd copy of Fedora-31 to a separate partition of my SSD, I am now unable to boot into anything from that SSD.

Secure Boot is Disabled
UEFI/Legacy Boot is UEFI Only

Prior to install I had the following options when booting. All options would boot successfully.

Fedora                  (with 1 x Fedora-31 installed)
Windows Boot Manager    (with 3 x Windows-10 installed)
USB HDD: Kingston 2.0   (when there's one connected)

After installing the 2nd copy of Fedora-31 I have the following options when booting. Only USB 2.0 option will boot when selected.

Fedora                  (with 2 x Fedora-31 installed)
Windows Boot Manager    (with 3 x Windows-10 installed)
USB HDD: Kingston 2.0   (when there's one connected)

When booting using a Windows10 USB I can run bcdedit to get the following information. I can also provide the information when using a USB bootable Fedora-31; however, I’m typing all of this by hand on a computer I never use so my hands are starting to hurt.

Any help you can provide would be much appreciated.
