Can a cheap hard drive docking station with its weak power supply adapter permanently damage HDD?

Can a cheap hard drive docking station with its weak power supply adapter permanently damage HDD?

For example, my dual bay docking station and its adapter both writes “12V 3A”, and both HDD mounted on it are below 1A (which means tow HDDs are below 2A), which is safe in theory.

But I heard of a lot of reports on HDD damaged by docking station and docking case. Here are two links; sorry, they are Chinese pages:

Is that really safe in home environment and long term usage?

For the record, my two HDDs couldn’t be recognized for unknown reason since months ago when mounted on dock station, and I’m hesitating for data retrieval service now.
