Can I charge HP Spectre x360 with the USB-C Thunderbolt 3 port?

I have a HP Spectre x360 15-eb0002ne.
It comes with a 135W charger.
I’m wondering if I can charge it with the USB-C Thunderbolt 3 port.
I read its user guide and I reached the input power section.

I don’t know if I am right, but does this section mean that I can use a phone charger (3A & 5V or 2.77A & 9V) with its USB-C Thunderbolt 3 port?
