Can’t access a host IP, but can traceroute and MTR

We are having an issue with a website hosting provider. All of our sites, and other people from home alike are able to access our website, however one of our two uplinks at one site is unable to access the website, nor can they ping it. However, we can MTR and Traceroute to it and it will respond with valid times. Not sure what’s going on here, but we have a hunch it’s an issue with the hosting provider blocking us. We just want to confirm.

Ping: literally just times out.

Any idea what’s going on here, and potentially who’s to blame? Why would this happen?

We have eliminated it being an issue with our internal network, as we’ve connected directly to the router and gone out from a laptop with the same reproducible issue.
