Enabling Bitlocker for an external hard drive

So I am trying to encrypt and password protect an external hard drive, however, my computer is not giving the option to access bitlocker encyrption. I have gone into Services.msc and made sure that BDESVC is running and set to automatic, and I ran System Information as an administrator only to see: “Device Encryption Support-Reasons for failed automatic device encryption: Hardware Security Test Interface failed and device is not Modern Standby”

I’m not really sure what that means or what is to be done about it. I’m pretty sure that my laptop’s hardware is capable of encryption (TPM specification version 2.0, Intel 302.12.0.0, PPI version 1.3).

I don’t see bitlocker as an option anywhere in settings or for my drives, so I am just wondering how to enable it in order to password protect this drive. I am also open to alternative methods of encryption.
