I will really appreciate any guidance on how to exclude a CSS file from CSS merge on all pages. The closest post I found is:

I purchased the Amasty Google Page Speed Extension since it states it allows exclusion of CSS files from merging. Ends up being that their written communication skills are poor in their marketing documents and manuals. The extension only excludes html pages from having any CSS merge take place, and does not exclude individual CSS file from merging.
