Gui Bar in c# 20 pixel is possible?

Is it possible, in C# using Windows Forms (.NET), to create title bars that are 20 pixels high, without the close and minimize buttons? Because for me, it doesn’t go below 30 pixels, even though in the designer I’ve reduced it to about 20 pixels.
