How can I change the keyboard repeat delay to a specific milisecond on Windows?

I’m familiar with this tool

My question is, Is there a way (maybe via powershell or regedit) to change this to a specific amount of miliseconds (like on Linux?)?
I find that the fastest setting in the menu is still very slow for me after returning to windows from Linux.
