I often hear that people in China needs to use a VPN to get access to some (all?) ‘western’ websites.
That makes sense: you use a VPN, so you have an IP belonging to a country where the website you want to visit is not blocked.
However, when I’m connected to a VPN, I’m redirecting my traffic via a server that is (most likely) in a different country than where I am located.
Scenario 1: I’m in China, I connect to a VPN whose server is in the US. Will this work? My assumption is no.
Scenario 2: I’m in China, I connect to the a VPN whose server is in a China’s whitelisted country. This connection will work and via VPN I can also visit websites that would be otherwise blocked.

Is scenario 2 really the only possible one?

I’m not an expert, but if China would allow connection to chinese IPs only, any VPN would be completely meaningless and a connection to, for example, google, would be completely impossible. Is this last assumption also correct?
