How do I create a python program

I have downloaded the full python 3 installer and there is absolutely nothing to compile code with. There is only the py command prompt. There is no launcher and indeed typing ‘py’ in the py command prompt yields only that the term is not defined. There is no mythically described ‘shell’. There is nothing but hate. How do I create a python program that I can run?
