How to fix MSI Center infinite start loop?

Upon start, it says:

After exiting the MSI Center, re-launch the MSI Center and click the [Yes] option in the User Account Control Dialog to complete the MSI Center installation

I click exit.

I get the prompt which I approve.

I start the app only to greeted by the same screen in an endless loop.

How to properly install MSI Center?

I tried uninstalling the entire MSI Center, yet the issue persists after reinstallation.
