How to pass-through intel integrated GPU (with the USBC and HDMI output) a VM on 13 Gen Intel CPU?

My OS is Arch Linux (with ZFS, kernel 6.2.12).

I have been unsuccessful in passing the Intel integrated GPU. In fact blacklisting the i915 module does not prevent the computer from using i915. It is not listed in the module list. lsmod | grep i915 has no output, but lspci -kk shows:
