How to request a password to get into command prompt in the blue safemode screen on Windows 11 Pro?

I need to set a password for the command prompt in the blue safety screen in Windows 11 Pro.

I know that you can bypass passwords in the command prompt, and I have tried putting it in gpedit to have to have a password before getting into the command prompt, but it did not work.

Is there something in regedit or a shell command I can use?
