How to run programs as administrator from Windows start menu

I have an up to date Windows 11 Dell laptop. I recently (don’t know how recently) noticed that I can’t run any program as admin from the Windows start menu – by any variation on typing the program name and right-clicking on run as admin, or left-clicking on run as admin in a bar of options to the right of the command. I can run things as admin by starting the task manager. This is a machine I personally own and manage, my account is indeed an admin. I have Symentec installed, but disabling it had no effect.

I have done a fair bit of googling on this, there is a whole array of possible answers. I’ve done “sfc /scannow” which found and says it fixed some corrupted system files. I have rebooted > 10 times in trying to fix this. I’d like to get this to work! I would rather do something “robust” than “hacky”. I am willing to “reset” my user account, or re-give it admin rights (maybe disable and re-enable?) – as long as my files are untouched.

Very frustrated. Clearly something is broken with Windows here. The fact that I can see “run as admin” from Start Menu, click on it, and nothing happens (no error message, just nothing) is very poor design. Not like I’m surprised from MSFT.
