IF statement not recognizing condition [closed]

I have a multiple condition IF statement formula that does not seem to be recognizing one of the conditions. I have manually reviewed my data and found multiple entries where the condition is being met but instead of delivering that result, it is defaulting to the final condition in the statement. The more confusing aspect, is that the actual condition is being met for some of the data which means it is working, just not for all of the data.
Any ideas what to do?
