Intermittently getting “You need permission to perform this action”

There’s a folder on a network public drive, and I cut and paste excel files into that folder constantly, but whenever I try to move these two or three specific excel files in that folder I get this message:

and if I click “Try Again” it will work; sometimes I have to click two or three times before it works. Why is this happening?
