Magento 2.4.1 – Product is not showing as per page count

I’m using Magento EE 2.4.1 and facing an issue in PLP pagination. I have set product per page as 12,24,36 in both grid and list view. On the product list first page I can see 12 products and on the second page it shows only 4 products but my total product in that category is 28.
