On Windows 10, how do I set a file as Blocked for testing purposes? [duplicate]

Windows 10 ‘blocks’ files from use when they are pulled down from other computers –

I’m attempting to unblock a .dotx Word Template file, programmatically, to prevent the issue described here from keeping a simple template-filling program from failing to open the .dotx Word Template file provided with the program.

To accomplish this, I’m using the process outlined here.

My problem is that I’ve already unblocked the file locally, on my dev system. I want to test this to make sure that it works as expected.

How do I go about ‘re-blocking’ (for lack of a better phrase) this file so that I can test that this process works correctly?
