Paired bluetooth devices not connecting until settings app is opened

I’ve been randomly running into this issue across various versions of Windows 10, across different laptops. It happens often while some performance hogging application is running, but recently, also while my laptops are idle. Bluetooth devices won’t connect until I open the Windows settings and navigate to the bluetooth menu. It looks like Windows is putting bluetooth in some sort of sleep mode, not listening for devices until I force bluetooth to wake up by opening the settings page. Both my laptops’ bluetooth comes from an Intel Wi-Fi card, one more modern with AX support, one a genertion older without AX. I’ve set both Wi-Fi card to never sleep in the device manager, but I’m not sure this also applies to bluetooth, as it doesn’t fix this issue.

Does anyone know where this issue might be coming from and how to fix it?
