Should DVD-R’s and DVD-RW’s be considered two different types of storage?

So I’m following the good ol- “321 Backup” rule, which says data should be written to atleast two types of storage.

This is a semantics based question, but are DVD-R’s and DVD-RW’s considered one type of storage or two? They’re just different enough from how they store data that it’s making me question this.
