Installing a new win10 on older box that hosted win8.1. Everything was fine until it got to Personalization settings. I selected my keyboard layout, timezone, etc, in the next 2 screens I clicked off all the options from Microsoft, clicked NEXT – the spinny wheel turned and turned, and after that Windows went into reboot. Windows startup icon showed up and it went back into Personalization setting (select keyboard layout, timezone, etc). And that is the cycle it can’t break.
