Why does the chrome developer tools always not collect data

I use the chrome network tab and collect network traces all the time, I would say 50% of the time it works effectively. Why can proxy tools like Charles Proxy or Fiddler collect the data but the chrome tool doesn’t

Importantly, I can’t always get responses. Is it redirects? Something else.

Here is an example, I have several responses that have this message.

“Failed to load response data: No resource with given identifier found”

This is just one message but in general there are other messages and no response.

Is there a better plugin? I use saml tracer sometimes but doesn’t get responses but does have some data and always works. Is there a flag or setting I am missing?
