Why I cannot set up permissions to my hhd?

My hdd started to strike and I cannot open it bcz it shows me Access denied and I read then one solution is to set up persmissions to it. But If I want to make so I get notice if you want to view the properties of this object, you must have read permission.

I started also chkdsk G: /r /x and it wrote me bad clusters in 22 files.

Can you advice me how to solve it? Can be there still some chance that it is problem in cable even if it is not proven first when I checked it? Bcz sometimes before it was not working well.
