Why is unallocated space not showing up in Windows 10 Enterprise 64-bit?

I have a 2TB Samsung 990 Pro as a boot drive, but when installing Windows, I partitioned off only 120GB for it.

I now want to expand my C: drive, but the remaining space on my Samsung drive is not showing up as unallocated space in Disc Manager.

I tried using the Windows install USB to see if it will give me the step to install another OS, but it only ever gives me the repair Windows steps.

The idea was to get to the part where you select where to install the new OS and then use it to format the unallocated space on my Samsung disc, and then cancel the second OS install at that step.

I really need to access this unallocated space on my Samsung SSD, so any ideas are most welcome.
