“You have not cancelled the item” Error when cancelling pending orders in Magento 2.2.7

I am running magento 2.2.7 , until recently , I was able to cancel orders without issues but now I am getting an error message : “You have not canceled the item” as depicted in the image.

The issue occurs with guest orders and registered customer orders. It also does not make a difference what the payment method is . The issue occurs whether the payment method is a check or a credit card.
