Bypass dns and security software

Hey guys I hope you can answer this question. But recently I’ve been trying to bypass my computer’s security put in by my administration at Hamilton County my DNS servers have blacklisted certain websites and will pop up securely and also I cannot add any Gmail with a different domain then the administrator at 1. Our domain is at hcde.org can anybody tell me any solutions to either manually remove is all remove this using software
