Intel(R) Wireless Bluetooth(R) device briefly disconnects every two seconds and is only fixed by unplugging computer

Randomly when using my windows computer the bluetooth will fail making me unable to use bluetooth until I unplug my computer from the wall, restarting the computer without unplugging does not fix the problem. When I view my devices in USBDeview I can see that every 2 seconds the device goes from connected to disconnected briefly, the device manager also refreshes every 2 seconds. The bluetooth device is a Intel® Dual Band Wireless-AC 3168. Things I’ve tried to fix it:

  • Reinstalling bluetooth driver
  • Installing older version of bluetooth driver
  • Restarting bluetooth services
  • Enabling and disabling device in device manager
  • Updating my motherboard drivers

I am really curious why unplugging the computer fixes this issue temporarily.
