Is it possible for ISPs to specifically only throttle P2P connections?

I don’t know much about how networks and networking works, but is it possible for ISPs to specifically throttle P2P connections, and nothing else?

Trying to figure out if a VPN is worth it for my torrenting setup (my ISP doesn’t seem to care) or not, and trying to figure out if my ISP is throttling my torrenting speeds specifically and if that’s possible.

Have SpeedTest’ed while torrenting and my speeds are perfectly fine.
