Creating a dummy video output to use with a VNC as a second (third) monitor?

I am running Manjaro KDE 19.02 on a dual-screen setup (one is on HDMI and one on VGA output).
I tried making configuration files /etc/X11/xorg.conf.d/ but after the reboot, KDE won`t start, and I have to delete the configuration file so I could boot in the os.
I tried using a dummy driver and an existing unused DVI output, but no luck.

Here is my driver info:

[nemanja@nemanja-optiplex790 ~]$ inxi -G
Graphics: Device-1: Advanced Micro Devices [AMD/ATI] Caicos [Radeon HD 6450/7450/8450 / R5 230 OEM] driver: radeon v: kernel

       OpenGL: renderer: AMD CAICOS (DRM 2.50.0 / 5.4.28-rt19-MANJARO LLVM 9.0.1) v: 3.3 Mesa 20.0.4

I am trying to achieve the resolution 1024×600 for my 7′ Samsung tablet, and my display configuration looks like this:
