Delete Windows 11 and install Windows 7

My laptop is a Samsung Essential E20 (NP350XBE-KDABR) that came with Windows 10. I’ve installed an updated disc image of Windows 7 to a bootable flash drive using Rufus, however, when I enter the boot menu the flash drive device doesn’t show up; however instead I tried to run setup.exe directly from Windows 11. I get this (sorry, but the setup is in Portuguese):

I’m getting the error 0x80070490. I checked the BIOS settings and secure boot is disabled. Any idea?
