How do I select a different thing in Gimp so I can apply a different thing to it?

I have a picture. Created a text box on it. Created a second text box on it. Rotated it. Now I want to go back and select the other text box so I can rotate it, too. Move moves it, but then the selection goes back to the already-rotated box. Not sure what the “selection rectangle” tool does, but it’s nothing intuitive in this situation.

The other text box is an object, I can still move it. However I cannot choose it as the active item so I can apply the rotate tool to it.
