How to do permanent file redirection on Windows 11?

Let’s say i have a file on this folder :

c:myfoldermyfile.txt

What i want is, when the user tries to open or click on this file :

c:otherfoldermyotherfile.txt

It automatically redirects to c:myfoldermyfile.txt instead.

This is because i have doubled files on both folders, but would like to have only the ‘master’ file.

I tried using mklink, but it returned ‘Incorrect function’ :

mklink /h c:myfoldermyfile.txt c:otherfoldermyotherfile.txt
