I cannot run Powershell script from Explorer with spaces in the file name

Explorer: I have .ps1 files set to run with:
C:WindowsSystem32WindowsPowerShellv1.0powershell.exe

This works fine with non-space filenames, but throws an error then there is a space.

In the registry the shell command is:
“C:WindowsSystem32WindowsPowerShellv1.0powershell.exe” “%1”

There quotes around the %1 parameter, why does it not work?
