In which order to install programs and add user accounts on Windows 10?

Upon performing a fresh installation of Windows 10, I have a choice of adding regular-user accounts first and then installing programs or installing programs first and then adding regular-user accounts. I recall that in the past the order influenced something, most likely file-extension associations: some files which had to be openable with a program (say, .dwg) were not openable when one of the orders of doing things was used. I think it had something to do with how the installers populate the default user’s and other users’ profiles and how windows copies the default user’s profile while creating new user accounts. Alas, I don’t remember the details but I do remember that one of the orders was advantageous over the other one.

The programs are MS Office 2019 professional, Autocad 2020, Autocad 2020 Architecture, WinRAR, Dell Command Update, and TomTom My Drive Connect. The users are: an admin and three regular ones.

  • First add the users accounts?
