Issue with IEEE Bibliography Numbering and Bracket Formatting in Word

I created an IEEE bibliography, but the numbering is not working properly. It doesn’t allow the brackets and the number (e.g., the image below) to stay on the same line when I try to format it. When I try to fix it, it either removes the number 1 and its brackets, or creates strange spacing between the lines. How can I fix this?
