Is there a is_defined / is_set($var / $arr[‘key’] / $arr[‘key’][‘sub_key’] ) that returns TRUE if the variable is defined, NULL or not, that will not throw exceptions/errors if the array key is not set? Do they have an RFC for this?

I’m having a very slow Toshiba Satellite laptop bought 4 years ago with a process called “System interrupts” with CPU usage of 80% or more?

I tried everything in Win 10-1909-64, maybe installing Windows 7 or Ubuntu 18.04.3 or Kubuntu 18.04.3 would solve the problem?
