In windows 11, what is the fastest way to make a mobile hotspot to transfer files to and from my phone without the internet?

Here’s my work-around so far,

My phone uses a WiFi file transfer type program that transfers files using WiFi.

When there’s no data available (i.e., even my phone data is depleted), I first create a mobile hotspot on the phone, which disables the WiFi adaptor on the phone.

Then I connect to that mobile hotspot from my Windows 11 computer.

Then from the Windows computer, I create a mobile hotspot from there.

Then on my phone, I re-enable it’s WiFi (which in turn disables the phone’s mobile hotspot), and use it to connect to the mobile hotspot generated by the Windows computer.

Then I am able to successfully transfer files between my computer and phone.

Is there a less convoluted way to achieve the same thing?
I would like to keep all file transfers offline and wireless, with WiFi -level speeds of transfer or better.
