What determines whether Windows enables CompactOS automatically, and can OEMs control it?

I recently discovered Windows’ CompactOS feature and found it disabled on my laptop (checked with compact /compactos:query).

What criteria does Windows use to decide whether CompactOS is “beneficial” (e.g., storage size/type, free space, RAM/CPU, windows edition, install/imaging method)?

Also, is this setting determined automatically by Windows, or can an OEM ship a system with CompactOS enabled/disabled by default?
