Why is my PC power button flashing steady white and there is no display?

Everything in the PC is on and looks functional, but the power button flashes a steady white and there is no display on the monitors.

I temporarily resolved the issue a few days ago by removing and reconnecting both RAM sticks but I’ve run into the same problem.

I have tried removing and reconnecting both sticks again and booting with one RAM stick at a time, but nothing is helping.
