Windows has a broken passkey for Microsoft account – but I cannot delete the passkey

In the Settings app, I have used Accounts > Your accounts to remove a Microsoft account (X@Y.Z).

In Settings > Accounts > Passkeys, I still have one passkey which matches this account (X@Y.Z). I have no other passkeys.

When I sign in to microsoft.com, Edge suggests I use this passkey. But then it says “Something went wrong. There was a problem signing in with your passkey.”

However, if I try to delete the passkey from the Passkey settings page, it says “This passkey can’t be deleted because it’s required to sign in to this device”.

How do I delete the broken passkey?

Note, the second error message is wrong. Settings > Accounts confirms I am using a Local Account to sign in to my device.
