Browsers can’t open websites whose URL ends in .html; Tries to download .html as a file instead

Whenever I try to go to a website with a URL ending in .html, all of my browsers (Chrome, Edge, & Explorer) try to download the file rather than just opening the link in the browser. This doesn’t happen for other users. Any idea what might be the problem with my configuration?

Edit: I’ve discovered this seems to only be an issue when connected to my company’s VPN, but other employees on the same VPN (even the same LAN) do not have this issue.
