Windows 11 Language doesn’t fully change, it’s partially English and partially Hebrew

I installed Windows 11 using the English version, I then installed the Hebrew language pack and set it as the Display language, however it changed it very badly – it’s partially English and partially Hebrew in many places, like the menus:

It’s been like that for a few months, and that happened after installing all the latest updates, and also after a Windows complete reinstallation, using the Media Creation Tool.

Why?
