WinPE can’t communicate with HP LaserJet P3015

I’m creating a custom Windows 10 WinPE image for running various bios and firmware upgrade software. I’m trying to run the HP LaserJet P3015 firmware upgrade utility, with the printer connected over USB, but I can’t get it to communicate with the printer at all, and I also can’t manually print with it. I’ve gotten this to work just fine in a regular Windows 10 installation using the HP DOT4 and Universal Print drivers, so my guess is that I’m missing come component in the WinPE build, but I can’t figure out what it is.

The print spooler is working and I’m able to print documents to PDF so I don’t think it’s an issue with the Windows printing service. I’ve tried using the HP DOT4 and Universal Print drivers like was working in regular Windows 10, and with that I’ve gotten it to detect the printer on port DOT4_001. To get the UDP to work with the DOT4_001 port I had to manually add that port in printui, which I didn’t have to do in regular Windows so I suspect that might be a clue as to what the issue is. After mapping the UDP virtual printer to the port I manually added, it doesn’t give any errors but just silently doesn’t do anything when trying to communicate with the printer.

For context I built the WinPE image with WimBuilder2 based on a Windows 10 2004 image, and included the “Devices and Printers -> Printers” component in the project. The image also includes the WMI, Scripting, and NetFX components.
